Carbon Capture Coalition Statement on Final Passage of H.R. 1

The following statement can be attributed to Madelyn Morrison, director of government affairs for the Carbon Capture Coalition, regarding final passage of H.R.1, the ‘One Big Beautiful Bill Act’, and relevant changes to the Section 45Q tax credit:
“The federal Section 45Q tax credit is the lynchpin to ensuring a strong federal policy framework for the timely and efficient deployment of carbon management technologies. The Carbon Capture Coalition is pleased that H.R. 1, or the ‘One Big Beautiful Bill Act’, as passed by Congress, recognizes the important role 45Q and carbon management have in the nation’s domestic energy policy agenda.
“The Coalition is especially encouraged by the preservation of the core credit structure, which continues to provide a vital market signal for a broad range of carbon capture, removal, reuse, transport, and storage applications across industries. For the first time, the bill creates credit level parity for end uses of captured carbon. Among other things, this change to the credit structure builds upon critical enhancements made to the credit in 2022 by providing enhanced credit values for carbon reuse projects, ensuring innovative reuse technologies can fulfill their role as an important complement to large-scale dedicated geologic storage.
“By maintaining the integrity and utility of 45Q across a variety of domestic sectors, Congress has reinforced its commitment to the continued build-out of carbon management infrastructure, job creation, and robust private sector investment—momentum that has already catalyzed billions of dollars in investments across the country. As we look toward the future of carbon management policy development and implementation, we remain committed to working closely with our federal and external partners to ensure that the full portfolio of policies enabling the broader scale up of this essential industry delivers substantial jobs and regional economic benefits, and sustained competitiveness of the US energy and industrial sectors in the global marketplace.”
