A Guide for Carbon Management Policy

The Federal Policy Blueprint is the Carbon Capture Coalition’s foundational, consensus-based document.

Developed by the Coalition’s membership, the Federal Policy Blueprint is updated at the beginning of each Congress to reflect the suite of policies necessary to scale the nationwide deployment of carbon management technologies across emitting sectors. It serves as the foundation of the Coalition’s policy priorities and as a guidepost for the advocacy efforts of the Coalition’s allied initiative, Carbon Capture Impact.

Carbon management technologies, including carbon capture, removal, reuse, transport, and storage, are crucial tools for balancing the increasing need for affordable, reliable energy that drives the American economy with the global imperative to reduce carbon emissions. Together, they are an enabling technology platform for the production of cleaner energy and materials, ensuring American industries remain competitive in the global marketplace. They are essential in continuing to grow our economy and provide Americans with family-sustaining jobs.

2025 Federal Policy Recommendations

Ensuring Investment Certainty

The federal Section 45Q tax credit, alongside a portfolio of complementary policies, has translated to the most supportive policy framework worldwide for the development and deployment of carbon management technologies. In the near-term, the most important next step the federal government can take is to implement the most recent changes to the 45Q tax credit and issue related guidance to provide businesses with the certainty needed to reach final investment decisions.

Transport and Storage Infrastructure
A substantial build-out of safe, reliable carbon dioxide (CO2) pipeline infrastructure is needed to scale the carbon management industry and enable the transport of CO2 captured from industrial facilities, power plants, and direct air capture facilities to where it can be reused or stored.
Market Development

With a global marketplace increasingly prioritizing the making and buying of lower-carbon products and carbon removal credits, the federal government must expand its efforts beyond tax-based incentives for carbon management technologies. This means building market demand for products and services derived from carbon capture, removal, reuse, and storage. Growing domestic demand for producing low-carbon commodities will foster greater competitiveness in global trade and help industries reach commercial maturity without relying on federal support.

Next-Generation Technology Development
While recent investments have created a strong foundation for commercial demonstration of carbon management technology nationwide, more targeted support for large-scale deployment is needed to achieve commercial liftoff across sectors and ensure American industries remain globally competitive. This is especially true for industries that produce materials such as energy, cement, and steel, as well as for technologies that directly remove CO2 from the atmosphere.
