Our policy work advances solutions to enable the scaling up of carbon management technologies.
The Coalition advances support for the necessary federal policies to capture carbon from industrial facilities and power plants, scale up removal solutions like direct air capture, and build the infrastructure to transport captured carbon for safe and permanent storage or reuse in innovative low- and zero-carbon products.
We accomplish this through education, convening power, consensus-building, and strategic engagement. Coalition members have put forth a bold policy agenda to accelerate the deployment of carbon management technologies nationwide. Necessary policies to advance the full suite of carbon management technologies across sectors include expanding federal support for research, development, and demonstration projects, creating market demand for carbon-based products and carbon removal, and ensuring that workers and communities benefit equitably from project deployment.

2011
The coalition’s predecessor is founded. To focus on improvements to the 45Q tax credit so it can be a viable emissions reduction strategy across sectors.
2017
Senator Heidi Heitkamp (D-ND) and Shelley Moore Capito (R-WV) introduce The FUTURE Act, which restructures and expands the 45Q tax credit and includes heavy industry, direct air capture, and carbon reuse as applicable.
2018
The FUTURE Act is enacted. The Carbon Capture Coalition launches with more than 50 organizations spanning companies, labor organizations, and non-profits.
2019
The Coalition publishes first-ever Federal Policy Blueprint which outlines an ambitious portfolio of federal policies to see commercial deployment of carbon management.
2020
The Energy Act of 2020 is enacted, providing authorizations for key carbon management programs at DOE.
2021
The coalition publishes second Federal Policy Blueprint which outlines enhancements to 45Q. All 45Q marker bills are introduced on a bipartisan basis. The Infrastructure Investments and Jobs Act is enacted, containing $12 billion in appropriations for carbon management.
2022
All bipartisan 45Q enhancements are enacted in the Inflation Reduction Act.
2023
The Coalition publishes the third Federal Policy Blueprint containing policies necessary for nationwide deployment of carbon management. The Coalition publishes consensus-based permitting principles. The Coalition hosts first annual Hill Day for members.
2024
Coalition endorses legislative proposal for an optional pathway for federal siting authority for CO2 pipelines. Coalition works to socialize top tax priorities.
2025
Coalition ensures that 45Q is preserved in the ‘One Big Beautiful Bill Act’ Coalition publishes fourth Federal Policy Blueprint. Coalition publishes new techno-economic analysis of 45Q.
