2025 Federal Policy Blueprint Supportive Quotes

On February 28, the Carbon Capture Coalition (the Coalition) released the 2025 Federal Policy Blueprint, which can be downloaded here

This is the Coalition’s fourth foundational consensus blueprint, updated at the beginning of each new Congress to reflect the policy priorities of the Coalition necessary to widely deploy carbon management technologies.

The 2025 Federal Policy Blueprint reflects the federal policy priorities of the full Coalition membership for Congress and the administration. It outlines a legislative, regulatory, and implementation agenda necessary to realize widespread adoption and deployment of carbon capture, removal, and utilization technologies and associated development of CO₂ transport and storage infrastructure. Nationwide adoption of these technologies is key to maintaining and strengthening domestic energy and industrial production, boosting US global competitiveness, retaining and expanding a high-wage jobs base, and reducing emissions across sectors.

Below, you will find quotes from a wide range of Coalition members who have spoken about the importance of the Coalition and its Federal Policy Blueprint in driving forward the policies necessary to deploy the full suite of carbon management technologies nationwide.

“Carbon management technologies are critical to driving pollution reductions from hard-to-decarbonize industries. The priorities outlined in this Blueprint – like enhancing the carbon management tax credit and accelerating federal permitting – will boost investment and jobs in communities across the country and help ensure the long-term global competitiveness of critical American industries. The Carbon Capture Coalition continues to be the most important group working to advance the carbon capture and storage ecosystem in the US and CATF looks forward to building on the progress made.”

Vikrum Aiyer, Global Head of Public Policy, Heirloom

“American Energy Dominance requires that we invest in reducing the costs and environmental impacts to consumers, while also shoring up new jobs and sources of energy. Heirloom’s patented technology does both by removing and utilizing CO₂ for leading industries like AI and aviation. But in order to maintain our momentum we need Supply-Side policies such as more sensible permitting, efficient access to storage of CO₂, and access to federal DAC Hub dollars which ensure carbon management jobs take root here, not China. Additionally, deepening US supply chains requires Demand-Side policies such as protecting critical tax credits like 45Q while adjusting them for inflation and establishing parity across carbon storage and utilization. The Carbon Capture Coalitions 2025 Policy Blueprint rightly balances this opportunity to lead the future with both fit-for-purpose public policy and an energy future that is more abundant and affordable for all Americans.”

Emily Pope, Center for Climate and Energy Solutions, Carbon Management Senior Fellow

“Sustained, bipartisan support for carbon management in recent years has allowed the US to emerge as a global leader in these technologies. This Blueprint lays out practical next steps that the 119th Congress can undertake to ensure we maximize the economic, environmental, and community benefits stemming from the historic public and private investments already made in this sector, and that we continue to lead the cutting edge of what is expected to become a trillion-dollar global industry in the next few decades.”

Jennifer Diggins, Vice President Public Affairs, 8 Rivers

“8 Rivers is a proud member of the Carbon Capture Coalition (CCC) and fully supports the 2025 Policy Blueprint.
