Coalition Submits Statement for the Record on Improving Federal Environmental Review and Permitting Processes

March 31, 2025 | News

On February 19, the Senate Environment and Public Works Committee held a hearing, “Improving the Federal Environmental Review and Permitting Processes.” Given the importance of improving the federal environmental review and permitting processes, the Coalition submitted a statement for the record to the Committee advocating for proper implementation of enacted laws and an efficient and timely permitting system for carbon capture, removal, transport, reuse and storage projects.

To achieve nationwide deployment of the full suite of carbon management technologies, an appropriate and timely permitting review process must be available. This includes permitting CO2 storage wells via the Environmental Protection Agency’s (EPA) Underground Injection Control (UIC) Class VI Well Program and providing appropriate permitting frameworks for CO2 pipelines. Additionally, continued implementation of the necessary supportive policy framework for carbon management technologies includes:

  • Providing regulations for the most recent enhancements to the federal Section 45Q tax credit.
  • Continued implementation of funding for development and commercial deployment provided through the Infrastructure Investment and Jobs Act.
  • Finalizing additional regulations for pipeline safety at the Pipeline and Hazardous Materials Safety Administration (PHMSA).
  • Promulgating and finalizing regulations for the storage of CO2 in the outer continental shelf at the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement.

The Carbon Capture Coalition appreciates the opportunity to comment on these important topics. We look forward to working with lawmakers in a bipartisan manner to identify the appropriate next steps to ensure these technologies can scale across the economy.
