Coalition Submits FY2026 Appropriations Requests to Congressional Leadership

On June 2, the Carbon Capture Coalition submitted letters to leaders of the House and Senate Appropriations Committees highlighting the Coalition’s fiscal year (FY) 2026 appropriations requests and support for “robust federal support for programmatic funding for carbon management technologies” from the Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) as well as timely permitting decisions from EPA on Class VI wells for the secure storage of captured carbon dioxide.
The letter emphasized the importance of robust, sustained annual funding for DOE-administered carbon management programs and highlighted the fact that decreased funding for critical research, development, demonstration, and deployment programs will slow the pace of carbon capture, removal, transport utilization, and storage deployment, ultimately threatening the ability of American industries to compete in the global marketplace.
The Coalition made the following FY 2026 appropriations requests, in line with recommendations contained within the 2025 Federal Policy Blueprint:
- A funding level of $492,200,000 for Carbon Management Technologies programs administered through the DOE’s Office of Fossil Energy and Carbon Management, representing a $64,200,000 increase over FY2024-enacted levels.
- The requested funding levels are designed to account for the inflationary pressures of the last several years while providing the DOE with the necessary tools to help scale a domestic carbon management industry.
- A funding level of $6,200,000 for the Class VI injection well program administered by the Environmental Protection Agency’s (EPA) Underground Injection Control (UIC) Program.
- Additionally, the Coalition recommends that the EPA review and provide a final decision on individual Class VI injection well applications within 18 months of having been deemed “administratively complete to keep pace with project development timelines while maintaining a rigorous review process.
- Timely and rigorous review and decisions on Class VI well applications are pivotal to providing the certainty needed to encourage necessary private investment and catalyze the deployment of this essential industry.
In ensuring that the Department of Energy has the resources to staff and carry out core carbon management programs, as well as ensuring that EPA permitting decisions can be made in a timely manner, the administration can help ensure continued American leadership in the carbon management industry.
The Coalition looks forward to continuing to engage with congressional appropriators and other Members of Congress to ensure that federal support for core carbon management programmatic funding across government remains a strong priority.
